[Feature]: Sticky previous/next/top buttons #3912

Feature Summary
The previous/next/top buttons at the bottom of the article view should always be visible at the bottom of the viewport.
What problem does this feature solve?
Some articles I get are quite long, and I get halfway through and decide "nah, I'm done with this" and want the next thing, and I've gotta scroll up or down for the "next" button.
Proposed Solution
The bar with the previous, back-to-top, and next links should be sticky-positioned at the bottom of the viewport.
Alternatives Considered
- There's keybinds for previous/next, but I'm not aware of one for the back-to-top
- Keybinds don't work on mobile, for obvious reasons
