Moderators may assign automatic downweighing to users and post-specific downweighing

When a HN moderator applies automatic downweighing to a user, their posts will end up at the bottom of a thread, regardless of the number of upvotes applied to it.

The same downweighing mechanism may be applied to specific posts.

I have confirmed the first statement with Daniel.
