chore: archive legacy build and release workflows

Keep build.yml and release.yml in the repo as backup for reference but
outside .github/workflows/, so GitHub Actions no longer runs them. The
authoritative build is ubuntu-20.04-qt6.yml consuming the Qt 6.10.3
tarball from qt6-focal.yml.
