waveform: option to invert zoom direction for mousewheel scroll?

Feature Description

so it would be nice to have a radio-box setting in the waveform prefs for inverting the zoom direction when scrolling with the mouse over the waveform

there was #9952 and #4195 but the invert option was dropped for quicker merge but apparently not up again
