Add Animation/interactive tools to SemialgebraicComplex

Add tools/options to SemialgebraicCompxlex that lets the user animate/interact with plots of slices of  SemialgebraicComplex. Animation would plot highest dimensional objects the the background first and lower dimensional objects in the foreground last. An interactive plot would let the user click on a cell and be able to see which complex component that cell belongs to.
