Add minyan times functionality #22
Description
This can be done in several ways:
1) Integrate with MinyanMaps.com
2) Fetch information from other sources, which can be manually configured
per shul (e.g. from http://www.hillel.upenn.edu/~ocp/minyan.html)
3) Add some other interface for gabbaim to add times manually
We definitely want to use #1, we might want to use #2 to supplement (in
cases where a lot of ZBot users are from a particular shul, and for
whatever reason minyanmaps.com is not updated as often), and we probably
don't want to use #3 at all.
