'ModDate' returns strange-format datetime

'Dir' returns the results like 'xxxx Aug 13 20:38', it's correct. but 'ModDate' returns '20230813123830.245', obviously it's not in 'YYYYMMDDHHMMSS' format. It happens on win10 22h2 and win11 22h2. I use vs2022 btw.
