Implement new release banner for outdated versions (moving forward) #1287

Feature description
Currently, users struggle to follow which version they have outside the terminal or to know if there's a new update without checking outside the platform. With this implementation, we aim to introduce an in-Komiser banner warning users of a new release, improving transparency and new release adoption.
