Not all submitters seem to be doing peer reviews

Some submitters don't really do peer reviews or leave any comments on the peer review issue. These submitters aren't showing up in the reiew meetings either.

So need a way to force everyone to do reviews and leave a comment on the issue if they haven't done so. Also, if someone doesn't reply to review comments, they need to be help responsible for that. Maybe also have github handle for each submitter and use that to tag them, so assign each review issue to that handle.

Also create a label as not reviewed and assign to each peer review issue. Once review is done, this can be dropped so its easier to track submissions that aren't reviewed.

WG decision (Dec 11, 2025):
We will collect github handles and email ID of the person in-charge of post-submission peer review as required questions in the submission survey. We will assign peer-review assignment issues to this github handle and if they don't respond, we will send email reminders as well.
