ML-1: Create possibility to export custom classify model

As a user of the classify app, I want to be able to export the custom trained model and use it in tensorflow e.g. in SavedModel format.

• Create API endpoint to convert model in backend
• Rate limit API by IP address
• Create frontend export functionality with demo snippets
