Overview
We don't have any automated system to catch "newly-stale" issues that have never been properly triaged. We don't want anything to fall through the cracks, so we should build a system that mentions the @mochajs/maintenance-crew let's say a week after the issue is opened if there has not been any significant update. We'll say if a maintainer changes the tags on an issue, that counts as a significant update.
