Usually, if a connection is unable to be completed due to bandwidth/power being consumed by another connection, the limiting factor will be highlighted in red in the connection inspector.
However, in the case where the satellite cannot satisfy any connections (and possibly other scenarios, I haven't dug too much into this), the "limited by capacity" error appears, which does not highlight the limiting factor as the other errors do.
As shown in this screenshot, no limiting factor is stated and no highlight is used, even though on closer inspection it can be seen the issue is a lack of power.
