Strange use of non-normative and emphasis regarding ExternalObject

Normally, we only use emphasis on individual words or terms. While working on #2551, 12.9.7 External Objects has some strange use of non-normative and emphasis:

• Why is An exception… to a rule marked as non-normative?
• Why is the rule External objects may be a protected component… formatted with emphasis?
• Why is the rule External objects may be an input… formatted with emphasis?
• Why is the rule No function may return… formatted with emphasis?

I say that is an error, and it should be normative.

• Why is the rule External objects may be a protected component… formatted with emphasis?
• Why is the rule External objects may be an input… formatted with emphasis?
• Why is the rule No function may return… formatted with emphasis?

To me these are just non-normative comments that follow from the respective bullet points.

The protected component and input-handling follows from the rule they are listed under.
And similarly for the no functions.
