Reconsider whether multiple instances of a step should be allowed

Especially in the SBDP, multiple tasks are defined and then executed; however this structure is currently mapped to one DefineTasks and one ExecuteTasks step, which makes tracing between task-specific resources a bit more complicated (i.e. requires use of the linking features).

Generally-speaking this might be reconsidered. It is unclear whether this is 1.0 or 2.0-relevant.
