Clarify also next steps to make it as part of all Molica standards to support additional information, metadata.

As discussed, if we want to do this, then the classifications need to move from stc to ssc namespaces, be added to SSP, and the SRMD schema and documentation need to move to the SSP spec. STMD needs to be adjusted to use the classifications from ssc instead of stc.

I can see us doing this, but it is quite a bit of work to finish before the release, which might delay both releases a bit.

With 2.0 released, this one needs a new Milestone, 2.1 at least since this can not be 2.0.x
