Multiple XML constructs in an ssc:Annotation

@peter-lobner and I may have found a contradiction. Section 2.1.1 says

The content of the ssc:Annotation element CAN be arbitrary XML data

However, Peter found that the description only seems to allow one XML element:

To me it does not make sense to restrict what goes into an annotation, as long as it is correct XML, of course.

Note that Section 2.1.1 of the specification says

The content of the ssc:Annotation element CAN be arbitrary XML data, and CAN make use of XML namespaces and XML schemas for combined validation where appropriate.

Section 4.2 say

Each annotation is encapsulated in an Annotation element, with a required type attribute specifying the type of the annotation, and arbitrary XML content from arbitrary namespaces.

Design Meeting 2025-10-06, reaffirmed 2025-10-20: General agreement that an alignment with FMI is desirable here, however changing this will break backwards compatibility with 2.0, so should only be done at an opportune moment, when other backward-compatibility breaking changes to the schema are already happening.
