Drag and Drop breaks site tree when manager is limited by Resource Groups

On our site we have managers who are limited to "sections" based on Resource Group access. They can only see their particular section of the site when logged in. We have uncovered the following issue:

If a person uses drag and drop to rearrange the items in their limited view, the entire menu for the whole site adjusts based only on what they can see. Basically whenever they move something, their top level folders get set to menu index 1.

BTW, we are on MODX 2.2.9 I am going to be updating to 2.2.12, but I don't believe that will change anything.
