Allow context settings as the constaint value in ​Manager customization

Summary

It is currently not possible to use a context setting as the constaint value when editing a profile set in​ _Manager customization_​. Though untested, I suspect the same to be true for system settings.

Step to reproduce

When editing a profile set in _Manager customization_​, try using a context setting ie: [[++theme_blog_container]] as the constraint value.

Observed behavior

The rule isn't applied or restricted to resources whose constraint field value is defined by the constraint. Resource field ids seem to be the only values accepted.

Expected behavior

It should be possible to use context and system settings as the constraint value.
