For different types of TV, the message that TV are required is shown in different ways

Summary

For different types of TV, a message stating that TV are required can be shown immediately, or can be shown only when the resource is saved.
And the text of these messages is different.

This confuses users, it turns out that you can find out that TV is required after saving (* not very noticeable).

Step to reproduce

1. Create 2 TVs with different type, for example, text and textarea.
2. Attach these TVs to the template.
3. Create a new resource with this template and look at the TV validation.

Expected behavior

Probably, we should immediately show that TV is required, since * is not noticeable in the TV caption.

@Ruslan-Aleev - Note that I only sought to fix the messaging part of this issue (in PR #15937) and thought the design issue of making required fields more noticeable should be addressed in a separate PR. I have some thoughts on that, which I'll share via a mockup on Slack and/or the forum soon.
