create a new permission "delete_document_in_root"

Why is it needed?

we know the rule called "new_document_in_root" to allow a user to create a document directly from the first level of the document tree, but there is no equivalent for removal

create a new permission "delete_document_in_root" to block the action of deleting a document of the first level.
