Configure and Add API comments to match the Auto API syntax

The FLINT.Cloud docs when compiled with Sphinx and formatted with the help of the Auto API plugin, some of the tags and status of the APIs are missing. Some of the comments have the wrong syntex due to which the plugin is unable to read the text properly. Along with this some of the APIs have missing descriptions or incomplete descriptions.
