[python sdk] add Laptop TopicConfiguration

noticed Laptop config wasn't available, would be nice to use them in examples so we don't need to override timeouts

Acceptance Criteria

• add Laptop TopicConfiguration with longer timeout than default
• cut a release
• update topics examples to use Laptop config to avoid manual overriding
