Is there a way to contribute to the UI

I'm not entirely sure how open source contributions work but it's something Iv'e wanted to do for a while.
whilst I now write some php and laravel I come from a UX background.

I can see some immediate UX enhancements that may not necessarily be code logic,
How do I propose these changes ?

Is there a figma file of sort or do I just work on a fix and make a PR ?
