Include ANGLE for win7-* runtimes

Angle has support even for DX9-based rendering which is preinstalled on Win7.

Why isn't it included?

@kekekeks the simple reason that it wasn't available as a pre-build library. Right nor for UWP I use the MS NuGet. I just haven't gotten round to adding the build steps for ANGLE.

Do you know of a download location for a pre-build library? Or will I be building it from source?

Version might be a bit outdated (chromium/2550) but it targets D3D9 and compatible with WinXP. I had to make few adjustments to VS project files to achieve that.
