Mono libraries package link is broken #9689

Hello! I've been trying to build for windows following the instructions at: https://www.monodevelop.com/developers/building-monodevelop/#windows, but the link for the Mono libraries package points to https://files.xamarin.com/~jeremie/MonoLibraries.msi, which seems to be a dead link.
Where can I get an up-to-date MonoLibraries.msi?
