[Consistency Review]Deprecate `immut/array`, replace with `immut/vector`

Current behaviors
The immut/array might be confusing due to the existance of ReadonlyArray and Array (and we probably won't allow new types named with Array)

Expected behaviors
Have an immut/vector.Vector instead.
