Describe the bug
Like many pen input devices, the Surface Pro has a "hover" support, that is, the pen is not touching the screen but it is detecting the pen position. This allows you to move the cursor under the pen without actually "clicking". Blender uses this for various functions, such as when moving or scaling things, you don't actually touch the screen, you just move the pen and you "confirm" by pressing the screen with the pen.

What I'm experiencing is that while the pen is hovering, the mouse cursor moves relative to the pen, just like a mouse would. What should happen instead is that the mouse cursor should be directly under the pen hover position. I'll try to attach a video that explains what I'm experiencing.

In the video you can see when I'm actually pressing the pen to the screen, it does the action I expect, however, when I'm just hovering, the mouse cursor is in the wrong position and not under the pen.

Steps to reproduce
Tested with Surface Pro - use any pen input and "hover".
