Moon create the project tags base on moon projects

Currently, the project does not use JavaScript, like DevOps config projects. Based on the project tags, I want to create a release tag for each product. In JS projects, I will use changeset to make a tag like: @name/[email protected].

So the moon CLI can do that, right? This is a new feature request, but I think this is quite useful for:

1. People who don't want to create the git tag from a terminal or IDE like me
2. For mono repo projects --> We can manage the tag efficiency with the project graph feature

@harrytran998 Release/publish workflows is on the roadmap, and will and after the plugin migration. For the time being, you could probably write some bash scripts that are powered by the project graph to do what you need.
