Volumes are not preserved when the plugin is restarted

I noticed that volumes' list is held only in memory. It means they are not preserved when the plugin is restarted. I have to do `docker volume create` again.

BTW, it seems that this repo is abandoned, and no work is done anymore. Any plans for further development?
