Replace GlobalVariable and LocalVariable by just Variable?

With don't use the fact that a Variable is global or local very much.
And a global variable is just a variable that is local to the entire project (top level)

If we keep Global variables where they can exist in Java? In other words, what are global variables in Java or Pharo?

For Java, no Global variables, it should at least be remove (#510)
For Pharo, they exist. Same for C/C++. Question remains if we can replace this by just "Variable"
