Make a 'learning group topic' template #58
Description
Doesn't have to be too complicated, but should include
- a prompt for the requester to provide additional optional details about what specifically they want to learn.
- a blurb at the bottom instructing the reader to comment or +1 if they are interested in learning more about the topic, and to comment if they'd like to organize or lead a training on the topic
- automatically apply the 'learning group topic' tag
- template should have $topicname [Learning Group Topic] in the title
