Update Contribution Guide to use uv

I know we've started using uv for some of our stuff, but I am very unfamiliar with it. Please update https://www.parsonsproject.org/pub/contributing-guide/release/8 to reflect how to use the new package manager.

We're just using it for github actions, you can keep using pip.
