Periodically check if project products/components/repositories still exist

To avoid the list here getting out of sync with the source of truth (ie bugzilla/github trackers) it'd be useful if there were a cron job or some other way that codetribute checked for validity and forced us to update things when they got out of sync, instead of silent failure. See also #320, #134, and #321.

The cron-job/bot/whatever could file issues against the repo? That seems much the simplest way of getting them fixed, but I'm open to other ideas. Perhaps if github annotates repo moves (unsure if it does) in a machine-readable fashion, it could auto-submit PRs, but we don't need to try and approach the singularity too closely for a first attempt... 😉

I think Travis supports this -- https://docs.travis-ci.com/user/cron-jobs/

That describes notification settings at the bottom. GitHub isn't one of the options, but good old email would probably do the trick.
