support regularly pulling auth0 webtask logs into cloudwatch

auth0 logs to both authentication, admin logs and webtask logs.
the webtask logs include rule errors and other information.

we should pull these regularly and send them to cloudwatch so that we can alert on it in a unified fashion, for example if a rule returns an error status or fails to run correctly
