A11y: Improve VoiceOver experience of URL bar

Currently voice over is reading the full URL which sounds terrible in some cases (see attached video). We should improve this experience.

@asadotzler what would be the best way to improve this? What should be read out by voice over? On one hand I think we should read it so that the user can verify it’s a valid URL and on the other it’s just terrible like in this example. Would love to get your input on this.

@thatswinnie Is the truncation here presentational only (because we don't have more space) or is it functional (we intentionally want to restrict what the user can see)? Since the user can always continue navigating the page, thus they do not have to finish listening the full URL announcement, and the assumption that @jcsteh and I have that the truncation happens because of the lack of space, I'll mark it as low access-s4, but it is really not clear if we can improve the experience and how to do it so our team would be okay with closing this ticket until a better way is found.
