Migrate checks in CircleCI to GitHub Actions

We would like to retire the use of CircleCI for our build pipeline. This saves cost and simplifies our workflows by removing one external dependency that sometimes poses challenges.

This first task is to implement the base application setup and checks to GitHub Actions from CircleCI
