Delete removed tables from public facing datasets #8111

We had a case where someone accidentally created a table in a user-facing dataset and later removed it in bigquery-etl after the table already got deployed. We do have a process in place to delete views (./bqetl view clean) whose definition got removed. We should consider putting something similar in place for these cases.

Additionally, a CI check could have prevented this, if we were to strictly enforcing only having view.sql files in public-facing directories.
