Include CT log min entry and max entry in coverage metadata #6
Description
We currently use timestamps to determine coverage, which has several drawbacks (see the comment here). Static CT logs will include a leaf_index extension in SCTs. We should include indices in our coverage metadata so that we can determine coverage using leaf_index.
