Pushing to GCR failing #2683
Description
Pushing images to GCR is failing with:
Container Registry is deprecated and shutting down, please use the auto migration tool to migrate to Artifact Registry (gcloud artifacts docker upgrade migrate --projects='*****************************')
We did run the migration, but ideally we'll use OIDC anyway. For now I manually built and pushed the jetstream image to unblock people.
