Addition of new language: Bandari

Hello. I am requesting to add Bandari language to Pontoon. We need it to add this language to Common Voice. The language hasn't got an ISO code and it uses the Arabic script. Let me know if you need more information.

@mathjazz As far as I understand, we unfortunately can't enable a locale with no ISO code at the moment?

That's correct sadly. Pontoon requires a Locale code.

My main objective is adding Bandari to Common Voice. TBH, I'm confused. On one page it is written that to add a language to CV, first it has to be added to Pontoon. On the other page, there is a form to add a language...

Anyway, we could make a locale code up. Does it necessarily have to be defined by an ISO? Cuz defining an ISO code for a new language is a process which takes few months at least. And probably we'll have to wait like 6-12 months.
