Upload the models that are missing on GCS

Released models for hu-en, tr-en and ca-en and maybe some others are missing on GCS. We should upload them with a fake task group id like statmy_XXXXXXXXXXXXXX.

We need to decide if we want to upload a bunch of older models from statmt or trained on snakemake etc. If we do that, they will also be evaluated.
