Add GUI for tweets additionally to GH projects

Expected

• to be easy to use an UI like WebCompat would make it more friendly to outside users
• the UI will generate an issue here (like for Webcompat) that will look exactly like the tweet and the about section we were asking here.

Goal:

• shout outs like in the Reps calls or Mozilla Monday meeting would be easier to be send out.
• in this way the user can easier to add it without logging here/without accessing github

The "backend" for this could still be a GH project for approval etc.

This will be easier to do once the whole separation away from Twitter is done, as I'm also removing some assumptions about GitHub Boards. However it should be quite trivial to set a "nice" GUI up that can run independently, since all you'd have to do is - like WebCompat - mirror a GitHub issue and you would be fine (microservices \o/).
