Replace used technologies

The files in this repository are created by `twemoji-colr`. This tool uses perl, python, make and nodejs to create the resulting font file. It would be nice to reduce the amount of technologies, automate some steps (download and repackage twemoji) and include the rewrite into this repository. Because then you could add a CI job that creates and publishes new releases.
