WMS order in the map viewer doesn't work

Issue from Geoportal Hessen: GDI-HE#47

It should be possible to change the order (up/down) of the layers in the theme area of the map viewer.
This does not work currently.

Reproducible in this way:

1. load Geoportal Hessen
2. choose Kartenviewer function from the landing page
3. result:
   

Behaviour for complete service

• Now I would like to change the order of a whole service
  

• first click on position up -> result position down (entry WMS HE DOP)

• second click on position up -> no response

• third click on position up -> error message
  

• if you decide to first click position down -> result position down (correct)

The behaviour is different for the individual layers. As far as I have checked, the layers can still be moved up and down within the service.
