upgrade to elm 0.19

@hughjfchen hi! I'm not actively maintaining my Elm projects anymore. Would you like to take ownership of this library? I can give you admin access. Alternatively, you could fork the repository, upgrade for Elm 0.19, and publish the package to the 0.19 repository under your own name!

I haven't upgraded it to Elm 0.19 and won't be for the foreseeable future.
