Update review manifest to have checks for duplicates and selection.

The manifest can currently have multiple best fits selected, that should be changed so there can only be one best fit to avoid conflicts when building cohort level data.  The user should have to confirm what the best fit is, maybe with radio buttons?  Also, dont let multiple entries of the same parameter runs exist in either the directory structure or the manifest.
