What is difference between CNCF and EM plot/algorithm?

Hello. 

I am reviewing data from various different FACET outputs and there is some confusion in regards to interpreting CNCF and EM results. While they are frequently identical, in some certain cases there can be difference in the plots. 

Is there someone who may elaborate on the actual in-practice differences between these plots and the underlying algo?
