Generate oncogenic junctions reference file on the fly #171

Description of feature
When generating oncogenic isoforms for reporting, the reportable junctions reference file is a hand created file for GRCh38 (assets/TARGET_reportable_junctions.tsv), using the star fusion reference. This reference is a little bit behind our desingated version 111 (althought it does not seem to effect any oncogenic junction results), and we do not have a matching file for hg19. In the future, it would be beneficial if we could generate this file on the fly for any version changes and for hg19 moving forward.
