Cohorts page fix - cohorts with mix of billed/not-billed samples displayed as multiple cohorts #1682
Description
Noticed on the dev server. Cohort CCS_YYD51UWT has 2 samples with billed=yes, 44 samples with billed=no. The cohorts table on the dev server shows this cohort twice.
Desired behavior: cohort should only be displayed once in the table, with 46 samples total and billed=No since not every sample has been billed yet.
