Merge locations

Is your feature request related to a problem? Please describe.

Merging locations (which could maybe occur in some awkward weird circumstances) should be handled. You can merge locations on desktop, for an active store on the site (it's handled on satellites not centrally). You can't merge locations on mobile. Is there some backward weird way for a mobile site to get location merge records which need to be handled?

@joshxg I think this would be a feature down the line if/when mobile has full location management, not just cold chain/vaccines. Currently locations are only editable on their active site, so mobile should not have to handle location merges (desktop could conceivably get one for a "collector" store, in which case it would have to handle it).
